Here's the quote. I believe Kerr was writing for the Times by then, at least that's what it looks like in this booklet I have for Dames featuring copies of many reviews for the show.
"Miss Peters is especially interesting in relation to her feet: she dances as if they'd stuck to her and she were frantically trying to get rid of them."

These are so great! Ohhh! I'm about to turn 20 on Jan 23 and the way they described her figure is exactly like me! Yay to know that she was so veluptuous at a young age!

Here are a few more quotes from Kerr's review: Can she tap at all, if someone helps show her the steps? "I'll try," she says, gamely, eyes piercing the backstage gloom like automobile headlights. Then, trying, she slaps her feet into a routine that would have put Eleanor Powell plus Ruby Keeler to shame.
Miss Peters is a real find, as winning a winsome frump as ever came from the cornlands . . . . She is extremely funny and endearing on top of that.

There is sheer perfection in the performance of Bernadette Peters, who is Ruby, the archtype of those 30s ingenues. Miss Peters never for a moment makes the mistake of seeming to be kidding. She is very grave, very sincere and very appealing, which doesn't keep her from being very amusing. She happens to be a young actress, but I would advise veterans of far greater experience who want to learn how parody should be done to study the earnest charm she adds to her humor.

Chiquita, I'm sorry, someone asked me before where it was from and I forgot to answer. Its from the New York Times. I have a copy of the article now and it actually shows a cute (if not a little too much of a close up) of Bernadette and her mother and father.
